AMSTEP Exercise 3-5 Aug 09

There will be a full scale AMSTEP exercise 3 Aug - 5 Aug as follows:

Monday 03 AUG,

1. Waterborne IED threat via small boat located at the Northern axis, South of Peekskill.
2. Floating Mine in the anchorage channel determined to be caused by an offload mishap.

Tuesday 04 AUG,

1. Waterborne WMD threat via small boat located at the Eastern axis East, of the VZ bridge. Secure the Cities will be initiated at the Narrows.

Wednesday 05 AUG,

1. IED threat onboard NYWW Ferry inside NY Harbor.
2. Potential waterborne IED threat transferred from small boat to SUNY Empire State vessel southern Long Island Sound off New Rochelle.

**Participation in this exercise will meet the requirements for our Sector 4th quarter MARSEC drill.

Per Betsy, if any qualified crew would like to participate in this operations exercise on Monday, Aug 3rd,aboard the Semper Paratus please let her know by phone or email. Her facility will be shoving off from Westerly Marina in Ossining (TBD) and returning 4 -6 hours later.

About Boating Safely courses upcoming

The Flotilla is planning two About Boating Safely (ABS) courses this year for the boating public. This is a nationally approved course that is consistent in content across the US, provided by the USCG Auxiliary and the US Power Squadrons. The first course will be given on Saturdays March 21 and 28. The second course will be given on Saturdays April18 and 25. They will start at 9:30 AM, with a refreshment break at 11AM and will continue till 1:30 PM. The course cost will be $65 and will include a book. Contact the Flotilla or Bob Delia specifically with questions or for more information.

SAR Coordination & Execution (SC&E) course

SECNY will be the host for a SAR COORDINATION AND EXECUTION (SC&E) course from 15 - 18 JULY 2008. This course fulfills the requirement for SAR Fundamentals required for qualification as Coxswain. Seating is limited to 25 students, on a first come, first served basis.

2.  THE PREREQUISITE TO ATTEND THE COURSE IS THAT PERSONNEL MUST BE CURRENTLY CERTIFIED BY THEIR COMMAND AT ONE OF THE FOLLOWING:
COMMUNICATIONS WATCH STANDER, BOATCREWMAN, COXSWAIN, QMOW, DECK WATCH OFFICER, COAST GUARD AVIATOR OR THE COAST GUARD AUXILIARY EQUIVALENT.
3.  YOUR DISTRICT MUST PROVIDE FUNDING AND QUOTA MANAGEMENT FOR FIRST COAST GUARD DISTRICT STUDENTS TO ATTEND THIS COURSE.
THE FUNDING CAN COME FROM THE DISTRICT OR THE COST CAN BE PASSED ON TO THE UNITS THAT RECEIVE QUOTAS.  COMDT (CG-132) PROVIDES FUNDING FOR SAR SCHOOL INSTRUCTOR TRAVEL AND PER DIEM.
4.  THE STUDENTS WILL BE TAUGHT VARIOUS PROCEDURES AND TECHNIQUES FOR COORDINATING AND THEN EXECUTING A MARITIME SEARCH.
THE LESSONS COVERED INCLUDE: SAR SYSTEM, MARITIME SAR POLICY, BASIC DRIFT THEORY, SEARCH AREA DEVELOPMENT, SEARCH PLANNING VARIABLES, SAR MISSION COMMUNICATIONS, SEARCH PATTERNS, SEARCH AND RESCUE UNIT (SRU) DUTIES, ON SCENE COORDINATOR (OSC) DUTIES AND RESOURCE CAPABILITIES AS WELL AS NUMEROUS EXERCISES AND LABS.
5.  THIS TRAINING IS MOST MEANINGFUL WHEN THERE IS AN OPPORTUNITY FOR INTERACTION BETWEEN THE VARIOUS SPECIALTIES. THEREFORE, WE REQUEST YOU ASSIGN QUOTAS TO ENSURE REPRESENTATION FROM THE BOAT, CUTTER, AVIATION, AND AUXILIARY COMMUNITIES WITHIN YOUR DISTRICT.
6.  THIS IS A FAST-PACED COURSE. STUDENT ATTENDANCE AT EACH LESSON IS IMPERATIVE TO PASSING THE COURSE. A CONSIDERABLE AMOUNT OF HOMEWORK AND READING IS ASSIGNED EACH DAY. PLEASE IMPRESS UPON YOUR UNITS THAT EVERY STUDENT MUST BE EXCUSED FROM ALL WATCH-STANDING AND ADDITIONAL DUTIES DURING THESE FOUR DAYS OF INTENSE STUDY.
